Instant Ki Feat timing

Hi, for some reason I'm struggling with understanding the timing for instant ki feats when I am not the active player.  

From the rules:

"Can be used at any time, except during Melee Exchanges or Ranged Attacks - where the timing is restricted as detailed under the Melee Exchanges and Ranged Attacks sections.

Because this is not an action, it can be combined with a Simple or Complex action if the model is the Activating model."

So if I am not the active player, when can I declare instant feats (outside of range and melee attacks).  No restrictions at all?

So for example, Akimoto's Orochi's Visage ability.  It is an instant feat where he gains fear(6) and terror until the end of the activation.  

Does this mean during my opponents turn, I can declare using this ability

a) before my opponent nominates a model

b) before or after my opponent declares any simple or complex actions but before they actually perform the action...?

c) if my opponent declares a melee action, and just before he moves into base contact with Akimoto I can activate Orochi's Visage, so that he has to take the fear test before moving?

The way I'm reading it, it seems like it can be used as an interrupt action, correct me if I'm wrong.

a) Yes.

b) Yes.

I would have though c) was no.

As soon as a player nominates a model and declares a melee action then the timing for instance ki feats must be followed as per the melee rules. The model moves into btb, both models turns to face each other and then use any instance ki feats.

Melee exchange doesn't commence until after the models are in BtB.
